Planning and strategy adviser

The Bankstown GP Division is an urban division of general practice currently serving the population of the Bankstown LGA in Sydney NSW.  

In response to recent Commonwealth Health Reform announcements, Bankstown GP Division is now seeking to appoint a Planning & Strategy adviser to assist in the evolution of the current Bankstown GP Division and surrounding areas into a Primary Health Care Organisation. (PHCO, or Medicare  Local in some recent announcements).

The PHCO will ultimately be a multi-tiered organisation involving  local community health care services (both public sector and private) functioning as a cohesive system. This transformation will require high level dealings with multiple organisations including NSW Health, local hospitals and other stake holders in south west Sydney.

Applicants should  have

  • A record of leading successful large-scale multi-year tender & grant document submissions.
  • Demonstrated experience in health systems finance, governance and organisational design.
  • Experience in large-scale project design including the application of recognised methodologies to grant and tender documents.
  • Extensive knowledge of the Australian health system including community health services, public hospitals, and general practice.
  • Demonstrated understanding of policy processes and public administration at state and federal tiers of government.
  • Relevant post-graduate university degree, preferably in public health, business or public administration, or other areas related to public sector management and/or health.

DESIRABLE
  • An understanding of the social determinants of health and equity issues in south west Sydney.
  • Understanding of the international evidence on primary health care system reform

Aims of the position

  1. To lead the preparation of a PHCO tender document based on to - be - released requirements
  2. To participate in consultations with local communities of interest including local, state and federal tiers of government and NGOs with the aim of shaping the final tender document.
  3. To write additional small- scale proposals and advocacy briefs in collaboration with existing finance, technical and program development staff.
  4. To review additional small-scale  proposals for consistency with the requirements


Term

In the first instance the position is for a period of 6 months, with the possibility of a longer term position pending satisfactory progress and funding availability.
