Building a 21st Century Primary Health Care System - Draft Strategy -October 2009
This the draft strategy for the future Australian primary health care system.  This report positions primary health care is the first point of connection between people and the health system. The Draft Strategy proposes building on the current system's strengths, through eHealth, and through the provision of  appropriate infrastructure, equipment, skills and organisational arrangements for health professionals. The strategy also recognises that there is an important role for new Primary Health Care Organisations, to ensure that services respond to the needs and priorities of local communities, and that communities are actively involved in health planning for their area.

A healthier future for all Australians: National Health and Hospitals Reform Commission - Final Report June 2009

This report identifies actions that can be taken by governments to reform the health system under three reform goals: tackling major access and equity issues that affect health outcomes for people now; redesigning our health system so that it is better positioned to respond to emerging challenges; and creating an agile and self-improving health system for long-term sustainability.
